There are some instances where compression will plateau owing to circumstances with the compression algorithm
when a low bit rate is specified and the data is output with a higher bit rate and file size than was
specified.
While it depends on the resolution and content, a general rule of thumb is that
a bit rate with a compression ratio of 2 to 3% or less will not meet the specified value.
(The compression ratio refers to the ratio of the file size compared to the uncompressed data.)
